The official Epic listing labels the base game Free. A free base game and optional paid content are compatible; the listing does not mean all possible content must be obtainable without payment.
Does the random-item rating confirm a gacha system?
The store displays “In-Game Purchases (Includes Random Items).” That is a purchase-content descriptor, not a complete explanation of how a random-item mechanic operates.
Neither that label nor the cited beta FAQ supplies banner types, currency costs, probabilities, a guarantee threshold or character acquisition rules. We cannot derive those details from another HoYoverse game’s systems.
Why are beta purchases different?
The Final Beta explicitly has no purchases. Its restrictions describe that test, so they cannot establish a permanent no-purchase policy for the released game.
How to evaluate a future monetization claim
Ask which source defines the mechanic, which build it applies to and whether it explains the actual cost or probability.
